Have shields been nerfed in PvE too? I thought it was only in PvP.
Kind of. It really depends on your character. As a console player I haven't been able to play on PTS, but if you have decent resists and health it's probably going to be a wash. The sorcerer shield and light armor skill line shield are capped at 40-50% of your health, but they also now inherit your resistances. Which means if you run around with more resistances and decent health already you won't notice much of a difference in most instances. Folks who do glass cannon characters will have some issues though, I'd wager... which is the intention of the change.

...oh and a huge DPS loss in PVE for most characters that are already nowhere near the top of the list as far as DPS goes. Might be ok for PvP tho.
Will still use shimmering shield on magden. Will have to test the dampen in some vet dungeons to see if still worth running on occasion. Timed shields just seems ridiculous lol. I get so many funny images imagining the thought process of whoever came up with these shield nerfs.
