Norway was in last year but not this. Has not heard about any law changes who would be relevantMostly the local laws restrain the users from participation in certain event.

(excluding FL, NY, & RI); Canada (excluding Quebec); Denmark; Finland; France; Germany; Iceland; Mexico; Switzerland; or United Kingdom, 18 years or older (or age of majority if older). Residents of Canada must correctly answer a skill testing question.
Quite a few countries are excluded, as well as three states within the United States.
Same problem with the million dollar give away. Certain countries, territories, states, etc are excluded due to laws.
Be nice if all of us had a chance to win say, 1 years free subscription or 50k crowns when these competitions arise.
As others have stated it's all down to each countries laws and how they handle lotteries or sweepstake style games with rewards.
The restrictions tend to fall on every event ZOS does because of these reasons.

Turelus Allow me please to repeat exactly what I said to someone else above.
It's not a few countries, almost ALL globe can't participate in ZOS give aways.
From my country, I have never had issues to participate in any give aways regardless company, system, prize or place holding the contest, however, almost all the planet can't participate in ZOS stuff.
I'm pretty sure it's not countries laws.
Well... I mean if you're playing the game they already have your money. Are you saying being able to join a sweepstake would make you spend more money on the game?Lol, this joke again..... Its our laws that dont let them.... But its not like they tried to do something to include their whole community. They knew this from last time yet it comes back again.
