it is an overland set, so what you need to do is farm it on the character you want to use it, or buy it in that level range in a store
Edit: tip: you can buy some probably pretty cheap Hew's bane treasue maps aswell and then open them on your little toon
Just remember that until you get to cp160 you'll need to re-farm it every few levels to get the best out of it, as it scales down as you level up (and this is most noticeable around 48-cp160)
Its some of the best openworld gear available imo, jack of all trades and when mixed with mothers sorrow or war maiden etc its really good.
Apparently it comes in light medium and heavy as well.

That's reasonable, how hard is it or how long does it take to farm 5 pieces to get the final set affect? Could I do it every 10 levels and have fun doing other stuff like main quest etc.

While I like the set and use it in heavy +S+B on one of my tanks, I'm not sure that you'll have a good time trying to get enough pieces of it while leveling.
