https://www.youtube.com/watch?v=ARLHgurwdp0 Did you read the TOS? That's always a good place to start.
But, in general, there is nothing wrong with 'speed jumping' (what you did in your video).
Unless a bona fide ZOS employee shows up and gives you a definitive ruling (don't hold your breath), you're not going to get a more satisfactory answer than you got in your other thread about this.
This technique is a minor exploit of the game's physics engine. You're taking advantage of a quirk in how the game works. That's what an exploit is. It's an exploit. A minor and more-or-less harmless one, but an exploit nonetheless. You do such things at your own risk.
People have been banned for less, and people get away with worse. None of us forum dwellers can promise anything, besides what I'm promising you now: It's up to ZOS, and if they decide to give you a slap on the wrist about it you won't find out until it happens, most likely.
I thought you were going to show a video of actual speed jumping.
A friend of mine would always do it in Cyrodiil.
He would bind the jump button to his scroll wheel and just spin the wheel bunny hopping down hills.
If you do this, you time the jump just right to keep your momentum and then build up more from the angle of the ground. This results in you picking up so much speed that you exceed the games speed limit and it reacts by teleporting you back to where you were before you exceeded the speed limit.
