NB magicka flood passive with siphoning ability slotted doesnt work (on some characters)

No matter what I do this passive does not work at all on my stamina nb. If I do a full respec, it works briefly, then stops working again.
On my magicka nb however it works fine.

Issue was present several major patches ago on pts, and I guess it carried over to live.

Have you checked if it is an UI error?

I have a similar problem with the mages guild passive on my magsorc. It should give 2% max magica and 2% magica recovery (one skill slotted) on front bar, nothing on backbar (no skill slotted).

Everything is fine at login or after first slotting a mages guild skill. After the first barswap, the UI messes up and shows increased max magica on the back bar (wrong), increased recovery on the front bar (right). Testing with Hardened Ward shows that the front bar ward is stronger, thus it's an UI error.

Edit: It's still very annoying and should be fixed.

This passive has been extremely finicky lately.

I have two Stamblades. On one of them, it gives the max mag on the correct bar. On the other toon, it gives the mag on the opposite bar (and yes, my bar setup is identical on both toons).

Haven't paid attention to whether the passive ever entirely fails to function, but I'll keep an eye out.

P.S. the toon with the correct funtion was recently respecced. Might be related?
