Are lorebook locations static?

Do the spots where lorebooks are found change? I go to spots where I know there should be a lorebook, but sometimes there isn't one. It happens to group mates sometimes as well. We will be questing in an area we have never been before and I'll spot a lorebook, yet someone else in the group won't see it. Whats up with this? Thanks in advance.

    If someone already has a lorebook they can no longer see it.
