Many in PVP find them to screw with balance, but if they could be cashed in for a fixed perk then the balance between players could be mitigated.
I was thinking 3 tiers, costing 100, 200 and 300 CP points. 600 in total, and cannot cash in CP points under 160CP, so you'd need 260 CP points to buy the first tier.

Every toon can use those points, so it costs 300CP.
Conclusion
The goal is to provide consistency and progression among PVP and also PVE. If the Perks in Tier 1 and 2 are not adequately balanced they could be replaced with Fortune Seeker, Merchant favored, Plentiful Harvest, Windrunning, War Mount. They do not directly effect the player in combat.
What we would be left with is only 3 CP skills and 3 Perks per tree, which would be PVE only. All perks would have to readjusted to 10, 30 and 75 unlock, and we'd have essentially reset the CP level for most players as it would send many back to CP 180.
After that, there could even be the Siege bag. Anyway, the goal is this wasn't necessarily to be perfectly balanced, just to explore the mechanic of cashing in CP points. Balancing comes later. The CP points in the present form may never be balanced, but having a tier system could make them much easier to balance later down the road.
