Writs dropping lower level mats

Is this a bug or intended? Just done a blacksmith writ on my crafter, so level 50, all traits researched, multiple motifs learned, and it have me a stack of Ebony ingots as a reward. I have not paid attention previously to the mats given, so it could be normal, but it seems that a max level crafter should get max level mats.

its intented. Because there is no other way to get lower level mats once your character and your crafting level hit 50.
I mean its nice to have it if you have crafting back. I would prefer a small amount of unrefined mats though..

Yeah, people complained vehemently about not being able to harvest lower level mats (to craft lower level gear for other guildies, friends, or perhaps a lower level alt). As a result of all the complaints, the devs made it so you could get lower level mats as one of the rewards after turning in you crafting writ.
