They have addressed the issue many many times and have even tried a few fixes. Do you remember when you could see deer in Cyrodiil? That is one example of them addressing the issue and trying a fix.
They told us at release Megaservers would be garbage for anyone further away... Deer are all over the servers... they are literally everywhere, and alik'r is infested with goats...

You will not find any deer in Cyrodiil though and you wanna guess why?
I doubt it. Until another action based MMO comes out ESO is going to hold the niche for that. If you're on PC, make sure there's absolutely no other underlying cause for lag. I had been complaining about horrid lag spikes pretty much everywhere in the last week. In the wilds picking flowers. Fighting a delve boss (which ended with me dead after spending 5 seconds blindly spamming shields when the lag/+999 ping hit). In cities crafting writs.
Eventually I realized it was not my connection, after I cursed Windows and its stealth updates to Oblivion and back. It turned out the latest GPU driver update had screwed up the tuning, and it was the graphics limitations that were causing that 'lag'. Tested by reducing the graphics quality, no more lag. Ever.
Apart from those times when I got insta-kicked to Log in screen in the middle of a trial, but that's another issue.
