Exactly the same bullshitty response people used to throw out when people accidentally enchanted over a good enchant on a locked item... and then ZOS implemented a check so you wouldn't do it accidentally.
When it comes to inventory management and managing 100s of items at any given time, I think it's MORE than fair that people be able to lock their stuff... being "careful" isn't always going to stop mistakes.
