Playing from Melbourne here. I'd pragmatically be satisfied with stability over a half empty server. When I started playing 4 years ago my latency was a playable 250ms. In the white at least. With each update that latency has crept up to forever in the red (300 to 320).
Its not as if I've sat on my laurels in those 4 years. I've optimised my connections and bought a more powerful rig.
Only hope I have for getting back to the white is the NBN.

The ESO servers would be more strategic if they were hosted in Singapore. That would make for at most 150ms latency from AU, NZ, SEA, Asia and AFRICA.
Although since the OP has "SERIOUS" in the thread topic: There is precedent of ZOS having a server for just one country. I'm not sure what state are they in but there are (were?) Japanese ESO servers. Quick population check - Japan has 5x more people than Australia. So getting to at least 120-125 millions will be a good start.
