How is a player singing bard songs?

I logged into my character earlier and while standing at a Wayshrine, I heard a bard playing. I walked to the source and discovered a player with their map open and their lips were moving in sync with the song, so this player was somehow singing bard songs. Is this an item you can get? I tried googling for an answer, searched the forums and asked the player how they were doing it and found nothing.
How is another player singing bard songs and how do I get to do it as well? It's freaking amazing!!!!!!!!!!!!!!!!!!!!!! I'd do nearly anything to get the ability to sing bard songs at the drop of a hat, they're so lovely!

There's been a bug for a long time in which random things start singing bard songs..sometimes it's a person, sometimes a rock. I thought it had mostly gotten fixed, but it might have reemerged.

I get it singing in my house too, which is annoying as it's supposed to be a place of peace and quiet for internal retrospection
(Can we have external retrospection, or would that cancel out itself?)
It's usually the male bard, rarely the female. About the same rate as collecting nirncrux.The male bard voice sings very flat on the low notes which grates on my nerves every time I hear it.

I thought about taking video, but I do not have the ability to capture video/sound and I would have had to have downloaded a program. The person never responded to my whisper and ended up leaving the area, so the song ended. It was at the Artaeum Wayshrine.
To clarify, this was a song sung by female bards within the game, not a person singing with their mic (it included the stringed instrument, same as any tavern).
I had read that this may be a bug in the game, but was hoping it was a new item added to the game with the latest patch(es). I am sorely disappointed that it is not some item you can earn within the game. It was really a sweet moment for me, to hear these lovely ballads sung outside of a tavern (gosh I love me some Red Diamond). I hope that Zenimax considers adding this as a nice reward in future content.0 -
AnonomissX✭✭✭✭I play on Xbox, NA server. Back in June, was running some random delve or dungeon with some guildies, when I started to hear some nice guitar playing. I was like "wha?" and then...about 2 minutes later I hear the lovely voice of Malukah singing "over the hills and far away" fading in and out. I figured out WHO in the party the music was coming from, and convinced him to stop running long enough to record his toon SINGING and her mouth MOVING to the words! I took a video (PICS or it didn't happen!) Thank goodness for xboxdvr.com The singing starts at 1:58 in the 3 minute video, I got his toon to stop running around the 2:25 mark and got a close up of her lips! Watch to the end
