Magblade bomber: why do builds use DW?

Just curious, but I see a lot of builds for bombers out there with DW for the extra 5% damage on front bar. Wouldn't a lightning staff be more effective for such an AOE reliant build?

    Because a Nirnhoned main hand sword and a sharpened off hand sword will have the same total Weapon/Spell damage of a Nirnhoned 2H but will also get 1300ish penetration. Slightly more damage.

    Even with a 3% boost to AoE damage?
