There was a big notice presented to tell you to be sure you put items in your bank, but I do not have a horse item. Is that a one time item or can I buy a horse for 1g on every toon?

Ah, and feed it every 20 hours to level either stamina, speed or bags

Yes, you can buy the horse for 1g on every character you make at the stables.
