I need to replace my new $400 laptop tht apparently didn't meet min system requirements

Will this laptop run ESO I found it in the gaming laptop section of an online retailer

I'm going to agree with this. A console will run ESO better than a laptop in that price range. Even after factoring in the price for everything (like a tv if you don't already have one) it'll come out to be about the same amount, maybe a little more with all the bells and whistles. If you bought a used console that would bring the price down even more, and with people upgrading their systems you might be able to get a good deal. You might have to start from scratch but it'll give you a better playing experience than a 400 dollar laptop.

As long as it has an actual dedicated GPU, pretty much any modern laptop should be able to run ESO with okay performance. Things like ram and ssd can be upgraded later, however most laptops come with their cpu/gpu soldered on to the motherboard. So once you get a cheap laptop, you're sadly stuck with it.(which is a mistake I made about 4 years ago)

Best thing you can do is probably wait a little longer, save some more money and buy a pc/laptop that is more powerful.

I do not see a GPU (graphics card) and if it does not have a graphics card it would not meet the minimum requirement. A decent card is required.

Below is the minimum specs and recommended specs for running this game. Min specs are probably not very fun. I placed in bold the GPU for each group.

I must have missed it, where is the GPU in that list? Pretty sure this game will not run without a dedicated GPU. Discreet only cuts it with old games like WoW and SWTOR.

Most of the laptops on this page do not meet your pricing window.

If you're strapped for cash, you can open a BestBuy Credit card, buy a really good PC Tower / Laptop with the recommended specs, and put no financing on it for 12 months. This is what I did for my old Tower, and it still runs ESO pretty well.

The game can run on an intel graphics without a dedicated graphics. It runs on my old surface pro 3 with an i5. However, it won't really be playable or a decent experience. At the lowest graphics settings, I barely get 15 fps.

A year ago I picked up a Samsung 530 E at Bestbuy for around $600-700 as a back up PC.

It has an i5-7200U processor, which as near as I can tell is 2-1.5 as powerful as the N5000. It also has 8GB of ram and an NVIDIA Geforce 920MX video card.

On this Friday morning, I'm getting mostly FPS in the 40s, 30s in crowded areas and heavy PvP action, 50s in uncrowded areas. I'm running graphics settings on medium to high.

I don't know if someone has gotten a cheaper, lower spec PC to run ESO, but this price range and specs is what I consider the bottom range of what you'll need to play the game comfortablely.

Unfortunately, any type of computer in this price range will not let you play alongside other people (trials, PvP, crowded towns) without taking a drastic hit to performance, and ultimately the entertainment value. Either look on craigslist and hopefully you can find someone getting rid of a good, used computer for your price range (low chance) or suck it up and put a down payment on a decent computer through Best Buy or online store and pay it off per month.

Should I just return my new laptop and get a PS4 and get ESO and everything that comes along with it with the leftover and use my tablet as a computer

I can't see ESO running on anything priced around $400.

I would suggest you save your money for something better.

You could buy a console for that price but it would mean losing everything you have on PC and starting a new account

Craigslist might be your only avenue to getting a laptop that will run this game for the budget you have. In other words, a used one.

there are plenty of people out there who have to have the latest and greatest hardware - so used machines with perfectly good specs are always available. The downside of console play is not having all the QOL advantages of addons and the clumsiness of text chat.

It should run it.
I use a Celeron 2.1 with 500Mb HDD and 4Gb Ram and GPU. (lenovo Ideacenter)

You need to turn the graphic setting right down, but the game should default that for you.

If you use the device for other stuff, then clean up your disk space regularly as ESO uses a lot for paging.
Cable to your modem, not wireless.

Just buy a copy of the Windows 64 bit and upgrade. Note, those who upgrade to 10 have had some issues in the past, a clean install is best.

Also, you can get a new drive, swap for the old one, install the new OS. Then put the old drive in an enclosure, and pull the files you need off of it. About $10 for this

I got win10 on it on release day but ended up restoring to factory settings (8.1) because the battery would drain while the laptop was sleeping

It depends if your processor is capable to run 64 bit. 64 bit processors can run 32 bit windows or 64 bit windows operating systems. But the 32 bit processors can only run 32 bit windows operating systems.
