I'm just going to respond what I do (I have eight alts @CP 461, since June 2018). My way is NOT the quickest or most efficient, but it works for me.

At start I go directly to the southern-most Auridon dolmen and grind my way to 50. I use my crafter character to make training gear every 10 levels (probably overkill, but I've got thousands of every mat, so what the hell). In between dolmens I run around and kill everything within the area and collect mats. I don't use exp scrolls unless they're free. It takes me three days to reach 50. Since my first alt, I sell all drops except purple, and I generally have about 100k gold when my alts reach 50. Warning: it's a slog and most will consider this method boring, but I listen to music and audio books throughout, so no big deal.

After 50, I go to the main story line to rack up skill points (only when not enlightened). I level up CP with dolmens during enlightened periods and only do quests when not enlightened. When I get tired of questing I go for lore books and skyshards. I have some physical issues that make group activities exceeding difficult, so I don't do pledges.

Again, my way is NOT the best, but like I said, it works for me.

Go to your starting town and grab the undaunted initiation quest. You don't have to do the actual quest, but it will open the skill line. Also, hit up the mages and fighters guilds right away to get their skill lines. Then, run a random dungeon once per day...you can easily get 2 levels per day that way (plus undaunted and often fighters guild xp) if you use an xp scroll/pots.

Also, I wait to do the main quest(s) until after 50 to help with the CP grind, which is MUCH longer than getting a toon to 50. The main skill-point-giving quests also give a lot of xp.

I've heard that if you do a bunch of master writs, then eat an XP scroll before you turn them in, it gives lots of XP. I haven't done this, though.

Also, you can do a whole lot of quests without turning them in at the end, so that after all the legwork is done, pop an XP scroll, then run around turning in all the quests at once. This is really useful if you only have a 30-minute long scroll/potion and need to maximize the time. Make sure that one of those quests is one of the main quests (that you get from The Prophet), because those quests give a lot of XP.

Then you can run dolmens in Alik'r in the time you have left. It gives you a lot more XP than just running dolmens by itself.

Well, for what its worth: I found an easy way to level my alts (crafting alts, so I don#t intent on playing them much) by just unlocking locations in training gear (and collecting overland shards on the run). I have several mounts in my collection, so they are able to mount up from level 1. At level 10 I'll do the intro at cyro and get rapid maneuver, from there on you just ride through everything unless you decide to go for dolmens of the area too (I do those if they happen to be up when I pass by).
    pros:
    - You get XP easily and without fighting
    - level armor and weapon skill-lines on the fly
    - can unlock good crafting locations for later use (Rawla'ka, Vivec city, Alinor)

    cons:
    - your alts will have no fighting experience
    - you will have to go back for skyshards and skill points from questing and delves
    - its not very exiting / challenging to level this way (may get boring)

Adding to it for my crafting alts i am usually done at level ~25. At that point they have enough skill points and locations unlocked to attain to their primary purpose of just doind daily crafting writs ... and maybe participate in events.

Not sure if this is what you are looking for, but maybe it helps nevertheless.

I'm working on alt 15 at the moment. For this one I am leveling it up using master writs alchemy and enchanting are the easiest to complete. I have done the skyreach, and dolmen grind.

My favorite and I think it's the most efficient over all is to go hunt all of the skyshards in each zone. Along the way I do the psijic quest lines and I grab undaunted dailies to. It takes a bit longer. But by the time I am done I have all of the skill points that I will need on an alt

Imho the quickest and most efficient, works for everyone, is the grinding place of Lost Prospect area (north camp over the small lake on map), that is in The Rift. If there are not more than 2-3 players in total, it's the best place to level skills. I just slot up to 4 skills from the same skill line on single bar and after few hours I have it levelled to 50 and morphed.
I use scrolls whenever they are available, no matter if there is cp enlightenment or not.

As for the quests, main Alliance quests giving skill points and a lot of xp, when scrolled down text without reading plus running on rapids, give really fast progress.

Plus, if you play magicka, the Glyph of Prismatic Onslaught for the Staff speeds the things up a lot, deals a lot of Magic Damage to Undead and Daedra, with so many different undead mobs everywhere :). In my case the damage from 4-6k non-crit on light attack up to 20k for crit fully buffed on heavy attack from the glyph. I use it on magblade with flame/resto Staff, gears are 5 pcs. shacklebreaker heavy, 5 pcs. War Maiden jewellery+staves, 2 pcs. Illambris heavy (build prepared for Cyrodiil but also good for levelling pve, like to solo most world bosses without lfg).

Go to Alikr and do the zombie pulls (not the dolmens). Pop scrolls if you got em. You could do Skyreach if a high level pal will level you, but the zombie pulls are probably the fastest way solo.

And of course wear training gear, Psijic ambrosia, Scrolls etc or you’re just torturing yourself lol.

The daily normal random dungeon is good if you have gear to queue as a tank.

One a day gets big XP, you get a little undaunted if you've never done the dungeon before, and skill points from quest completion.

Leveled at least 20 times with this style (I already deleted plenty and I'm pretty sure I leveled more than 20).

Training gear every 10 lvl's, xp scroll and grind the zombies at Couldharbour or grind Spellscar in Craglorn to get to lvl 50 in less than 1 day.

This! Once a day you get 100k exp, plus the xp for the dungeon skill point quest. Pop an Xp scroll before and you can gain 2-3 levels for 1 dungeon. Even after the 100k, you can still keep queuing and get a huge xp bonus. It's also an easy way to rack up skill points and level skill lines.

Fastest 1-50 I've heard of was, I believe, doing master writs, and spamming those out. @Inklings could provide more information on that, as it was his strategy.

I've leveled three alts using the master writ method others have mentioned. The free 150% XP scrolls would be useful for this. It is the most expensive method by far, but also only takes a few hours. You do still need to grind out about 25-30 skill points to start with in order to get the first Enchanting and Alchemy skills up to the level to do writs with, and to unlock the skills that let you use three ingredients and make more than one potion at a time.

I write down all the writs I've collected in a notebook, pre-make all the items and check them off my list, then take an XP scroll and start turning 'em in. Make sure to stop and move around every so often or you'll get booted from the server and have to wait like 10 minutes to log back in. Someone said this is because of earning too much XP at one time while standing still (they said it happens at sieges too) but I dunno.

Anyway, way... once I figured this out, I never looked back.

To the best of my knowledge, there's no writs that really automate that method.

The entire idea is you premake the items manually, which Lazy Writ Crafter can't do, and then turn them in on the spot, as you take the quests. That's why the focus on Alchemy and Provisioning, as even a low level character can, realistically, produce those writs if you have the appropriate resources and recipes to burn.

Then you walk up to Rolis with 80 Tiger-Senche Malts in your inventory, and turn in 10 master writs asking you to make the stuff, going back to your inventory to crunch a fresh writ after each turn in.

In contrast, crunching up durable master writs is almost impossible, because you'd need to finish the research to be able to craft each one you needed, so you'd spend far more time messing with the research system than you'd want to when power leveling your character.

    Honestly,

if you can fill five accounts worth of characters and still be going......... just keep doing what you are doing, its working for you!

I dolmen to 50, deconning all drops, park the character for a while while doing daily writs and riding so its not so painful then when ready pick it up to play. While the toon is parked I shove max CP stuff across to it for decon to get crafting skills to 50 quickly though not spending points in them.

If you watch the quest turn-in dialogs, it doesn't tell you the amount of XP at that point, but it does tell you the amount of gold...that can help you gauge when a quest will give a larger amount of XP than others because they are usually in alignment with each other. Another thing is that when you have enough level & skill points on provisioning to be able to max connoisseur, then you get 20 extra minutes on a drink. At that point, if you can access any of the ambrosia drinks, they can potentially be more helpful than 30 minute scrolls.

Another thing is that the master writs do throw a lot of XP for the amount of time & effort you spend on them. I will amass a bunch of writs and craft the gear & consumables first, then go to the turn-in vendor, drink an ambrosia and turn in the writs one after another. You can do quite a few of them in that 30-50 minutes, depending on your buff. Also, if you still have more buff left over, anything else you do will get extra XP.

Another thing to be aware of is that often, the last 1 or 2 quests of a sub-zone will frequently give both very high XP and also a skill point. You can watch the gold being given and be able to judge when to use the scroll/pot right before turning those quests in. The down side of that is that in order to get to the next such high XP quest in the zone story line, you may need to do quite a few others as well. However, there are quite a few side quests that give high XP too, so I'll sometimes start doing the side quests, and stop at the turn-in, making a list as I go. Then when I get to the point of turning in one of the high XP story quests, I'll drink the pot, turn in the story quest & go right down the list of side quests as well, because all you need to do at that point is to turn them in.

The main story quests all give very high gold, XP and skill points, but some of them can be a bit time-consuming as well. You could use some of the other things above, then do a main quest up to the point of turn-in, do the scroll/pot, and go down your list of quests ready to turn in.

One last item is farming dolmens, and of course the best-liked and easiest ones to do are the Alik'r ones. They are considered the quickest and easiest based on their proximity to wayshrines, so there's pretty much almost a 24x7 train running them. You can do a full 3-dolmen cycle pretty quickly, because if you're following the crowd, ie clockwise or counter-clockwise, I've seen both directions on different days, basically the next dolmen is up as soon as you arrive there. There are other zones that I believe to be somewhat convenient too, yet they're not nearly as constantly active as Alik'r. You also get quite a bit of gear & jewelry from them too, so gold/researching/deconstructing are side benefits too.
