The mouse Scroll wheel was neither intended nor designed to serve as a toggle between two states, e.g., Autorun on/off, or Swap bar1/bar2. It was designed for continuous movement in either direction (forward or backward) to scroll lines of text or the content of an image, such as a Map of Tamriel.If anyone else is experiencing this, and i've found youtube videos with plenty of comments saying they do. I "fixed" the issue by going back to the original swap bar keybind. I had changed to mouse up, which tbh, is a lot more effective and fast. Anyways, i had been contemplating giving the game a break over this bug because it's tremendously annoying, but apparently switching back to "`" took care of it.

With some mouse designs, pressing the Scroll wheel straight down instead of rolling it, or tilting the Scroll wheel to the right or to the left, enables it to be used as a "button". With that usage, the press or tilt might be bound to toggle between two states.
By the way, when you post a bug report, please identify the platform and megaserver on which you play TESO. ZOS cannot investigate your report without that information. If you really want ZOS to do something about a problem, then please read and follow the Guidelines For Bug Report Forum instructions on how to make a meaningful and useful bug report.
