If I were to make a dedicated scrollrunning setup on DK, it would be prisoner's+darkstride. Cheap sprint from darkstride, and magicka from prisoners lets you flap wings a bunch to clear snares, cast igneous shield frequently to restore some stamina while sprinting, and cast race against time for even cheaper sprint.

Hmm, I hadn’t considered Prisoner’s, but it would definitely synergize well with DK. Just a pain to farm... I’m kicking myself now for not picking up the neck at the Golden yesterday.

I'm surprised ZOS hasn't nerfed Prisoner's yet to be honest. I'm glad though, because it would be extremely disappointing if they did...That set might see more use after the awful PTS changes for mag builds.

It definitely is noticeable in Tamriel proper (I even do this when fighting Xalnur in RoM to get a little further when running spice.)
I did a text search (sprint, sheath, running) in those patch notes. What am I missing?
EDIT: Found the proposed fix:
Fixed an issue where your character’s movement speed was 10% slower when your weapons were unsheathed.
But it's most definitely still present. You move faster when weapons are sheathed. (Perhaps they reverted down the line?)

So turns out, it's dealer's choice! Keep the weapons out for skill that need casting
I would rather do Fiords and Darkstride + maneuver.
