It was always the case that you had to be better at the game to pvp. They have spent the last 4 years attempting to water down the impact of player skill and replace it with player armour sets. This helps to sell expansions when people buy Vvardenfell to get Sloads, but it doesn't help the game in the long run.
Problem with introducing sets is that those sets are then used by the good players to wreck casuals even more easily.
If they want to genuinely help casuals to PVP then they should be introducing some sort of league tables system which separates out players based on skill.
Why would anyone expect Cyrodiil to be busy when there's a major new patch on the PTS (one that directly impacts on PvP) and a special event on the live servers that encourages players to run around Summerset on both regional servers?
Yep.... Night-capping followed by morning-capping, players swapping teams just to farm more AP and make sure their "home" alliance will win, scroll trolling, carrying scrolls directly to other alliance (your friends) etc. etc. I could make a separate thread if I was to type all kinds of exploits...3rd possibility: bad design decisions pushing people away.

From what I can tell after recent ISP issues I had, each area that you load into appears to indeed correspond to a single server. E.g. a Cyrodiil campaign is handled by a single server, whereas IC appears to have two servers, one for the sewers, one for the districts.I understand that the lag was caused by them moving a lot of calculations, such as player movement speed, from client to server. This change stopped some speed hackers (and presumably other types of hacks) but, in the process, overloaded the server and screwed up Cyrodiil.
The lack of incentive for people to enter cyrodiil is the issue.
Great we get AP for the gold vendor but pve guys can buy their stuff with gold in it.
AP is basically worthless and so is Telvar. They seriously need to add something pve players would crave and desire to cyrodiil to get them out there.
