The only problem I can see is, we don't really know the hard "target number" they're using to get us to the "100%". Is it 100% of people who've purchased? 100% of active accts? 100% of people from a starting point? etc!
It is 100% of their target number (They havent said the number, but they said it should be achievable), so it is not 100% of people who have purchased (that would be impossible)

Sucks having such a slow horse, but should be fine for just running around. I guess my one concern is getting to Artaeum without a guild. Is that possible without doing all the quests to get invited?
I made an EU character just for this event. I had a pleasant experience on EU, lots of very helpful friendly people offering ports to Artaeum.
I will say it does feel a little odd not having all your goodies available and you are better off walking then trying to use a mount.

There will always be that one guy who has to turn in conversation into an opportunity to whine about how unfait everything is. Its a game, our class got nerfed, theyll be OP again next month. Get over yourself.

It was said the number is between 10 and 20 million people, which was said to be LESS than the number of players that owned Summerset before the event. Meaning anyone new who buys Summerset, can contribute to the goal, without increasing the numbers we need to get it.

I was about to say where is everyone getting the millions thing from, then I looked and the human population is roughly 7 billion

ZoS not showing its real numbers, so they can post whatever percent they want. All depends of their desire to give us home as promotion, or not to give, but make us a "favor" and add this house to the gem store for 10-15k gems to make extra money. With parting speech of course: "Do not grief about this, you have earned amazing pet and mount after all, and all thouse hours spended to get achievements in cooperation with other players already a big reward, but for your purposefulness we want to reward you more and add this villa as time limited purchase to the gem store for a small price of 10k gems (put any price here) to let you chance to get it after all."
Or then can toss this event mether to 100% in last minutes to pose themself as good guys.
So all depend of their methods.

Don't need to complete quest all the way to get access to Artaeum. Just talk with Raz when you arrive to Island and do some research for him to find out what is going on in Summerset Island. By the time I where ready to go to Artaeum I had levelled up my character to lvl 10, so I could get to Cyrodiil just for getting Alliance War skill line open and Rapid Manauver (AW skill which give Major Gallop). It doesn't take that long time doing it that way.
Here is a list of all stages: http://elderscrolls.wikia.com/wiki/The_Queen's_Decree
When you are searching through that building with Monks you will find a pearl and meet Val from the the Psijic Order. After that you should see a pointer to a portal in a ruin central on map. Take a sharp turn to left (on map for Artaeum) (instead of going North) from where you will come out of portal and you should find a large arena and finish Pathfinder achievement.

Funny you mention Linchal. It was the only manor sized house I was really interested in even though I didn't really care that much for the house itself. The courtyard and such was great. It's just that the building itself was like a six out of ten for me. I was considering going ahead and getting it when next it was on sale, but then news came out about the Psijic house, which after I had a look around in, turned out to be a place that I'm interested in in it's entirety.
So I decided to pass on Linchal and save the crowns for the Psijic house. Which now there's a chance we might get for free.
WIN!
47% after a friday and event livestream? Oh well, guess I'll keep living in my humble abode after all.
