I feel like Skyrim would be an excellent spot to add in spellcrafting if they were to ever do it, with the College of Winterhold in all its glory.

IIRC, Raz just says that he should visit his family. For all we know, his family could live in Hammerfell or Cyrodiil.I'd be surprised if nothing Elsweyr-related pops up in the future given how Raz emphasizes taking a vacation there after all is said and done.
