You would need the base game + summerset.

I have a gaming laptop I use when I travel and I never have to deal with the code, except for the first couple of times. Weird that your ISP Flaps your IP. Most IP addresses are not changed unless you unplug the modem for a week or more

If you just starting only the base game, it will keep you busy for an long time.
Afterward it depend a bit of that you want, Quests you have the expansions, you have dungeon dlc if you want harder dungeons, Orsinium also have the maelstrom arena.
ESO+ give all outside of summerset but require monthly payment but you can use it to clear quest content and dungeons.
