Something need to be done about this skill while in PvP ( I dunno if its the same as PvE ) but half the time you cast it while running you will STOP for a split second before continuing to run, I'm certain the lag has something to do with it because doing it anytime not in combat, near fights etc it works smoothly

✭There was a reason why shields were introduced in the game with no resistance and with no cast time.
My advice to ZOS is to go find that person and find out the reason.
As shields with cast time feels wrong in PVP
And shields with resistance feels wrong in PVE
If the person is not to be found then my second advise - remove shields from the game and you will get less stuff into the mix and easier to balance.
