No, I mean people who can just spam Vigor throughout a whole fight with their buddies who are also doing the same thing. You need some sort of counter to these cheesers.
Applying Minor Mangle instead is a good idea for this set; it's a debuff stam doesn't have access to.

Borrowed Time already does this same effect, no? It’s hard to determine it’s impact when it’s being stacked on us with a stupid amount of siege. But really not a fan of how things are moving. There was a (joking) suggestion on the eso subreddit that all defile skills/sets might be changed to mirror this concept which would be truly horrifying.

LOL! What an assumption you just made based on the fact I'm excited about countering those Vigor spammers, which in-turn gives me the assumption that you're that type of player. And I don't see any indication I was crying about nerfs; instead I was applauding the fact that we can finally counter those type of players. If anything, I was saying good job to ZOS for the buff. You act like this is some brainless move. Timing your rallies to generate a full heal burst requires skill, and you hate it only because you can’t do it/don’t understand it. That skill is available to all stamina classes. The reason you only see a few people doing it is because it’s not actually as easy as it looks.

Coming from a person who sees small groups using Vigor to constantly heal themselves and their allies which totally negates the point of a healer. And this person is open to the possibility of a new set that might switch the dynamic of PvP to have more group diversity rather than 8 people of the same class/race with the same skills running around.

First off, I won't comment on your ability to write a complete, thoughtful statement again as it's a low-blow.
And to refer to your questions: you act like every single person is all of a sudden going to switch to this set. And if a healer can't offer more than 5.5k healing in 4 seconds then you definitely need to find a new healer in your group. The only thing (which I believe is the crux of all your whining) that this will reduce is the effectiveness of Vigor, but it won't completely negate it so just relax.
