How much of a PR disaster would this be if the target goal is not reached, and they have to come out and admit: "Well, the community is not interested enough in Summerset, or these wonderful give-aways. Thanks for playing anyway."
I thought this right from the start, but I didn't want to say anything to take away from the thrill of the event.
Which I would have found it more thrilling if it wasn't the only requirements I already completed back in May... Though I'm still appreciative that ZOS is doing this. I don't care if it's a marketing/sales gimmick. Summerset is gorgeous, and if you like this game, you should experience Summerset.
I'm looking forward to getting my horse, pony, and villa. Thank you for this ZOS, even if by chance if this isn't secretly guaranteed.

It's a marketing gimmick. The point is to drive up sales (both immediately and going forward), stir up some enthusiasm, and project a sense of health and vibrancy. Saying "yeah, sorry, not enough people showed up, no house for you" would be severely counterproductive.

I think part of the reason they picked this achievement is they noticed a lot of people buying Summerset but not really exploring the map.
A lot of the 'hardcore' players the OP mentioned simply don't bother with open-world content unless the rewards are significant - they focus on dungeons, trials and occasionally grind spots for CP. And a lot of casual players probably haven't kept up with the rate of new content being released so they haven't really played Summerset because they're still finishing other things.
In between somewhere is a minority of players who focus on open-world content but had finished most other stuff and so completed Summerset, including "pointless exploration achievements" relatively quickly and those who started with Summerset so they were dropped into that map after the tutorial and have just been going where the game sends them, who may or may not have finished it.
There were a lot of people in Alinor on PC EU last night saying they hadn't completed it, or had forgotten that pathfinder achievements even existed, and asking what they have to do to get it.
I was horrified to discover that the character that I spent a LOT of time in Summerset with, to complete the fishing achievement, didn't have the Pathfinder achievement yet.
So, do nudge your friends. They may not even realize it is something they didn't get yet.

This isn't fair! Isn't there some way I can get the mansion without logging in? I don't think I can make it to every area by the deadline as my children and wife force me to RP slow walk everywhere!

RP walk everywhere?
On the off chance this is serious, if you own Summerset and log on once before Oct 7th, you'll get whatever rewards the community earns even if you dont have the achievement. But if you can, it'd be cool if you could RP walk your way to the Summerset Pathfinder Achievement.
Summerset is a PAID expansion, not affected by ESO+
Everyone who has a wish to buy it - already did it. I mean in masses.
Most of them already did such easy achievement as Pathfinder on multiple chars.
And we got only 20% on the "bait meter".
Yes, they'll put it on Sale but hey, I didn't believe in this too much...
