Console updates are always big because they have to entirely replaced whatever is changed. So even if your code changes added up to 50kb if they affected a 10 gig section of the game data you have to replace the entire 10 gigs. Msoft and Sony had some weird reasoning behind it that I can't really remember, most likely something to do with preventing users from modding.
