Correct. Damage will also be mitigated by your resist stats before applying to your damage shield, whereas currently, you take 100% unmitigated damage. Most people I've talked to on discord have difficulty looking at these changes as a whole. I'm not even convinced of that. It's certainly interesting, but I'm not sure it will give the result Zos intend.
Shields already drop in no time - with crit, they will drop even faster - which is why I can see they balanced that with having resists apply.
BUT, to get the benefit of that buff (taken into account penetration and light-armour resists) enough to offset crit enough to keep shield viable, players are probably going to have to move to heavy armour instead.
But then from a sorc perspective, they already run 1.5-2 sustain sets in PVE - and that's with the huge light-armour sustain benefits. How can they sustain in heavy? Or how can they sustain if keeping light but dropping a sustain set for, say fortified brass? Don't forget the dark-exchange nerf.
So, sorcs are instead gonna look at alternative ways to shield.. infused weapon-glyphs, sets that proc shields etc.. all which will potentially be stronger with heavy armour/high impen..
But then why can't other classes also do that? What do sorcs have that others don't to help them run heavy for defence?
What's to stop every heavy stam build from running a shield glyph and benefitting from the resists? Probably more than sorcs..

ZOS wants you to go from light armor to using damage shield sets in heavy and transmuting jewelry. I said before that the sets that shield without cost are the real issue, yet ZOS hasn't addressed them. Let these changes make it to live, I know what I'll be doing.
A change because of PvP that is going to affect PvE is always annoying.
I do not like this change at all.
It will affect those of us on high ping the most. Our reaction times are already hindered. This is just going to make it worse. It's a kick in the face to people not near the servers.

Did Zos not state that they wanted to nerf shields to give PVE healers more of a role?
Does the crit damage nerf impact PVE in any way?
Resists? No, wait, that's a buff ..
Soo that leaves the cast time...
So tell me why the cast time change was done because of PVP?
I get so annoyed by PVE changes that break PVP.
Damage shields are very powerful because they can be used to instantly reduce incoming damage, and allow the user to stack offensive stats while also being very difficult to kill. Adding a cast time and increasing the duration makes this an ability to use proactively before damage happens, or at opportune times during combat.
Before switching to Stam-sorc consider that there won't be the 3rd overload bar, and the dark exchange now restore less resources. Also sorceress does not have a class spammable damage skill - which is a must for a good dual wield build.
The best bet is to switch to Stamplar or Stam-NB

Sincerely, a well-rounded player that tries to be minimally biased.
I find it amazing that so many mag sorcs run the same build and cannot fathom playing mag sorc any other way. Light armor is still great on mag sorc instead of relying on shields swap to resistances or major/minor protection. easy.
Also learning how to play a mag sorc without shields will do wonders for your sustain.
