Nah, it will never be fixed, because it is impossible to fix, the game does not have the playerbase to provide even vaguely decent matchmaking.
When I played Overwatch I queued solo, duo or trio, the vast majority of the time I would get good matchmaking, if our team was a duo plus solos, then so the opposing team would be made up of a duo plus solos, plus everyone would be in a reasonable range of each other as far as MMR went.
But Overwatch has 30m+ players, all queuing for PvP (granted split between ranked, quick play, etc), ESO on the other hand has about 2.5m players, the vast majority of which do not even play BG, let alone are going to be playing at the same time, there is nothing Zenimax can do to produce even vaguely decent matchmaking combined with vaguely decent queue times it is an impossibility. (and that goes double for anyone playing the 18 hours of the day that are not prime time).
