Instead of 1s cast time, make it 1s cooldown after cast

1. Pve should be similar/unchanged to current patch
2. Pvp shield concern is addressed so you cant spam it as much
3. Devs achieve their goal and at same time makes pve/pvp change more bearable and fair.
Thoughts?
(Or make it 2s cooldown as there is already 1s gcd after a skill cast)
