Confusing design on the Vicecanon set

Why does the heal ticks from this set break you out of sneak? It's a stealth set but makes it really really hard to stealth if it's running on an enemy. Am I missing something or is it just a bad design and I paid a pricey amount of gold for the jewelry on this set for junk?
Hoping for more playable races
