Cyrodil quests/dailies/repeatables are account wide?

I left a bunch of dailies on another character and noticed that when I switched to a different toon that I can't pickup any daily/repeatable quests...is this correct or am I just missing something?

Incorrect. You have to do the tutorial (or bypass it after u pick he quest up).

not sure what I did / did not do on this toon then...the tutorial/quest should be in one of the two entrance points for cyrodil, right? I don't have any npc there to interact with

Yeah... just run around safehokd cities looking for quest giver. U might ask in zone so ppl that play same faction can point u to them.

safehokd cities? my other chacters seem to be able to get the quests...just my first character which was from beta/release...i remember a tutorial way back then but not sure if I completed it or not...I can pickup the quest from where?
