People do not like losing tel var. I am willing to bet if there was no loss of tel var that place would be packed.

Because of the large groups operating in the City during the event, it's inefficient for a ganker to scamper back through the sewers every time they end up flush with stones. Under normal circumstances, you're not completely wrong.

I remember making ~12k an hour back at release, running loops and fighting the flag bosses.
Now you can make ~15k in 2 minutes.
Maybe it has so something to do with Midyear Mayhem (double AP event) ? During that event many people were farming AP in IC by flipping flags - and probably they also farmed a lot of Tel Var Stones... so it might be just that. Why is the event not as popular as it was last time?
I went to IC for the 1st time ever. Saw a handful of people, no PvP whatsoever, left and have not gone back there yet. I see no reason to do it. A skin with a very low drop rate isn't enough incentive. The skin is actually nice and i want it, but there's a good chance i'm not gonna get it anyways. Why waste my time?
I take it at 6k p/h you're grinding down the ladders, in the actual sewers? - If you can't solo the bosses, you'd get more just killing adds up the top districts.
I remember the last IC event had the servers bursting. But for some reason very few seem to be participating I don't PVP so without a big group I'm easy pickings for all the hardcore PVP players. Since the event starting I've only been in 3 groups. Why is the event not as popular as it was last time?

They ruined imperial city for PvP when they added flags. Arena used to be the most fun place in all pvp. You could drop down and join a 3 way fight of over 100 people any time of the day or duel with others.
Since then, it hasn’t been the same.

I disagree. What makes the IC unique and fun is the potential loss of progress, the magnitude of which has already been heavily cut once before.
The IC was in its prime back before it had the district flags and near-lossless gameplay that has so incentivized the current myriad zergs gobbling up all of the immediate resources.
