Try to wait a bit, look like your frog jump out, then after a minute or two the other jump out and the race start.
Might still not work if its lots of other players around trying to do the same.
Bugged for me too, as well as Blessings of the Eight and the quest with the Oblivion Portals. All three are bugged, and that's three bugged quests too many!
Frog quest was bugged in beta for me. Frog quest was bugged again when I tried it yesterday. Honestly, I just lol'd and moved on. There are FAR too many things to do in this game to have me getting all twisted over a single quest.
I began the frog quest yesterday, got nowhere, came back today and finished it fine...good reward too. You have to make sure you put your frog in feed sack and keep feeding till he is full. Just follow the leads of arrows. By the way, my frog won!
This is the biggest joke atm in my guild, damn frogs :P a couple of mates have been able to finish it by being really lucky but 90% haven't... I guess if you would relog a million times to get to a other phase then might be doable.

Blessings of the Eight worked for me just fine, even though so many players reported it is bugged (weird).
Quest with the Oblivion Portals, that is in a City North West of Auridon? I completed that as well with no issues.
The Racer quest (frog race) is bugged out as well as no boss in one of the dungeons, but just those two.
My Nightblade is level 18 messing around in Auridon getting Skyshards and trying to finish those two quests......
Racer bugged out twice on me yesterday. First at the start, second at the finish. Came back last night after one of the short down times yesterday and it worked.
Seems like it had something to do with how many people put a frog in the basket at the same time. It's a cool little quest though and one I enjoy since it's so different from the norm.
I had a problem with it bugging out in the beta the first time i tried to complete it. I just came back at like 2-3 in the morning when i saw a few people in zone chat say that they were able to complete it and i was headed to skywatch anyways. I was able to complete it that time. Haven't been as lucky since going live tho
The quest is bugged. This might be caused by the players and the game not being able to show it more than for one at a time so the others get stuck and it does not reset. I tried to /reloadui and log-out, both of which it seemed like it would progress as things went well. Up until I got stuck at the same state of the race not starting at all.
Then I just decided that screw that buggy mission, not worth of my time. Some have been lucky with the mission and gotten it complete without issues but for most players, it seems that the quest is very much broken and unable to be completed under further fixes within patches will be done.
I expressed my concerns during the last beta that there were a lot of similar issues with the missions and it went just like I thought it would. Not that there is anything wrong with it in itself. After all, if there are a lot of bugs and the game is ready to be launched, you can only do so much in that timeline so smaller things like this tend to get ignored over more major ones.
Yes the quest isn't working well atm but I did find a solution to getting it done.feed the frog and examine it till its full. The quest seems to only work if you hear the announcer talk about the frog race. Stand behind the basket and put the frog in. Give it a few seconds and if it doesn't work log out and try again. I completed it 3 times this way (twice I forgot to feed it enough)
I was able to complete it during the very last beta weekend, but it was broken on release... it makes no sense. Ill try to do it again, hopefully they have it sorted out.
I've seen people say "Wait" and that's simply not true. I finally finished this quest for the very first time the other day (never could complete it in beta). If you can't hear the announcer talking, the frog will never leave the basket. When I finally finished it, I noticed the announcer doing a lot of talking, before I picked up the quest, while I was talking to the NPC's about their frogs, and after I completed the quest. I don't know if relogging helps for this quest, but when I initially picked it up, it wasn't working. I left to do other things, and passed by the area to do a different quest. I noticed the announcer say something like "Get your frogs ready!" which was totally new for me. Good luck!

Finished the frog race last night, finally. I must have tried a half dozen times during all the betas and just moved on knowing it was broken, even when I managed to kill Condalin in the overflow server test, the frog race was still broken, but now I have success.
Yay for unbroken quests.
P.S. My frog was red, and everyone knows red ones go faster.

There are tons of quests that seem to be broken one way or another. Only options really are to re-log into the game as /relaodui rarely solves the issue. Which is a bit frustrating when you can encounter multiple ones even on one single quest. And you encounter one bug in almost all the quests when you get to the end of the first main AD island.
Zenimax has to do something to this. I am not mad or that frustrated but I could see that if it would be let alone like this, it would have some serious lifespan effects for all of the fanbase and only few would tolerate this in a long run.
I do hope that they are able to fix most of these issues. Because outside of those bugs and the overly hard early game, the game is actually very good MMO.
