Having trouble with Petrify

I don't understand this skill. I read what it does but I have trouble casting it. It's like I need to use another skill before I can cast this. I have my cursor on the target but it's still dimmed out like I can't use it. I use another skill and then it lights up and I can cast it. I don't see no minimum range and I am not beyond maximum range. Is there something I am not seeing why I can't use this skill when I believe I should be able to.

You can't cc some monsters, usually bigger ones.
But if a monster hase cc immunity from a recent storm they'll have circles below them until their immunity runs out.PS4 EU DC

✭I see the circles now. Funny never noticed them before. I take it when you stun someone they become immune for a few seconds? I didn't know that.
Thank you very much, now that I see that, it works for me now. Was so frustrating not understanding why. Now I am having fun with the skill since I see how it works now.Not my quote but I love this saying
