✭Can't remember, would have to look at my customized ini file.
There are so many options not listed in game that you can hand tweak for better fps (that don't cause the game to instantly look like guano like the in game options do)... if that is what you are trying to do see here -->

If it's the same as in Bethesda titles it's the "glow" of characters so they stand out against darkness, with it off someone stood in complete darkness can't be seen.What this option does exactly?

You'll probably turn it back on after your own character starts cussing at you because now he's constantly stubbing his toe in the dark.
