Grouping and EXP

Two questions.
First: Is there a level barrier between players? Whats the level maximum/minimum level difference you're allowed between grouped players before someone gets little to no kill reward for EXPing their skills etc.
Second: If answer is Yes to the above, does this have a range a player has to be in before it kicks into effect.
Reason is I have a friend who started behind me, but I want to group to talk to him and another friend at the same time. Two of us are level 11, hes only level 4. I don't wanna group him in party and nerf all of his skill, leveling exp from kills etc.
