Sadly there is little ZOS can do about people being jerks if they're not breaking any rules.
They could try to overhaul how the group finder system works but at the end of the day if players take it upon themselves to police groups to their standards ZOS can't do much to stop them.
Best advice I can give is try and find an active and friendly guild and make groups for dungeons via that, even if you just get one more person from your guild with you it makes vote kicks harder to achieve.
I was under the impression that abusing the kick function and kicking people for no reason - in short using it as a method for trolling others - was against the rules.
But does ZOS have a way to actually see if someone is "abusing" the kick function? I would imagine it would probably be difficult to prove you were kicked unjustly (unless you record/screenshot every pug run).
I would imagine they could investigate the chat and/or combat information of the situation to figure it out.
Some incidents might be difficult to conclude from. Others should be obvious though.
Perhaps, but I can't imagine they would invest any more than a cursory glance.
As I added in my last post: if you have the same three people talking crap and kicking everyone who joins their group a cursory glance is probably all it would take.
I will refer back to my post saying that if you record/SS your pug runs you may having a better leg to stand on, but that's assuming there was a conversation to begin with. Most will simply initiate a kick and you'll find yourself looking at a load screen. True trolls don't always engage their target in a verbal exchange. Sometimes the simple process of causing an inconvenience is more than enough. It's those "drive by" kicks that are harder to prove malicious intent.

I"m referring to bully groups where you have 3 less than nice individuals who know each other and who group up with the explicit purpose of grieving what ever player is unlucky enough to be matched with them.
That should be easy enough to recognize with minimum effort on their part. The random group of _____ who just likes to kick people for stupid reasons is going to be a lot harder to deal with. So if that is your point, I won't dispute it.

Wait, what? I've never seen this before, and I don't know how many dungeons I've queued into. I have accidentally queued back into the same group before. One of them was running a Frost Staff and S&B as DPS... so, not happiness. But, otherwise, what?
