Did Off Balance Get Nerfed?

Im now making my mag dk into a pvp. Im using lightning backbar for now until i get the flame vma staff. I notive when i hit off balance my power lash ONCE. I remember back then when i was leveling up my mag dk and if a enemy was off balance my power lash would go off back to back up to 3 times in a row. Now i can only get it to do once.

Cooldowns were placed on both off balance and power lash I believe

Off balance has a 5 second duration regardless of power lashes or heavy attacks and a 15 second cooldown from when it procs.
Power lash now has a 3 second cooldown, so you'll get 2 off in a single off balance period if you're lucky

so 25% is the cap you can expect to see of off balance uptime on combat metrics? Explains why I struggle to get above 22% XD

I thought that the Cooldown only for bosses in PvE.

As said before, off balance has a cool down and so does the whip. Off balance lasts 5 seconds and the whip has a cool down of 3 seconds, meaning you have to hit the target at the start right at the end of the off balance.
