Summerset is a zone in ESO. You can just leave that zone and go to the others. You should have at least 3 waysrhines open, one in Daggerfall Glenumbra, one in Vulkhel Guard Auridon, and one in Davon's Watch Stonefalls. If you open your map you can also look for icons of an Anchor in major cities, those will either be boats or carts which can take you to the other zones as well.
There is no way to avoid starting the game in Summerset on a new character if you own it though.
It's not that silly a question, personally I hated being forced into Morrowind when I rolled a new toon, so skipped to Davons Watch and started original quest line. If you don't know you can do that (would need to look it up here as not obvious in game) you are stuck in the latest chapter which if I'm honnest isn't that compelling nor does it make much sense with the rest of content you are going to play.
They need to add a screen to character selection - do you want to start in original quest line, Morrowind or Summerset. Then Sorted.

Probably the reason is because they want to start a new character in the original 'Wailing Prison'. I miss the old way of beginning in Wailing Prison and then sent off to Khenarthi's Roost. Now, you have to begin through the new 'tutorial' and then have to go to the mainland to pick up the 'hooded figure' quest to go through the Wailing Prison. It's not the same... and I think the Summerset tutorial is the lamest I've seen... Morrowind tutorial with Naryu was cool and made sense, Summerset tutorial is just lame IMO.
