I was thinking back to adjustments I'd had to make in the Princely Dawnlight Palace when I bought it furnished, and ended up in a discussion with a guildmate who's actually shorter than me rl (I'm 5'2, she's five foot even). I had noticed it primarily in that one house, though she's certain that it's true in open world as well as most player housing furnished templates, that Zenimax tends to arrange hanging cabinets at what would be approxiomately 7 1/2' to 8' above floor level. I should have taken a picture before I adjusted the ones in the palace, but I actually put my tallest altmer next to one, and then some shelves in the same area, and in both cases, the shelf and cabinets were above his head. Most taller people don't notice these things, but short ones do. Really, it couldn't hurt to put cabinets and shelves at a reasonable height, could it?
