i have reboot my XBOX ONE X 3 times,now i'm sure is a bug,other tips eventually may works?
i have tried to swap all 7 characters too but nothing happens..

I play on PC and ever since new DLC came out I had similar issues but reloading UI helped me.

Don't know if it's the same but my skill bars stuck and thou I get notification of "skill X can now be morphed", I can't until i put a skill point in another skill, only then it shows it's morphable.

fixes it, so does a relog, but it should not be happening and ZOS seem determined to ignore it!

It is not a Crown Store issue so no point in looking into it, does seem to be the current ZOS mantra

There are numerous threads in multiple areas in the forums about this issue, and I've been keeping a close eye, because I'm doing a lot of skill tree and skill active leveling right now and I sorely miss those bars. I also assume that other players may be as well, with the werewolf skill line, because of renewed interest in werewolves with the new DLC. To my knowledge, ZOS hasn't even acknowledged this issue with the missing hotbar tooltips progress bars.

They did state in the last PC patch notes (4.1.7), that they fixed the respec cost visual bug (they did, at least on PC), which is related to the same skills page where this bug is occuring, and that they fixed "...a UI error related to Skills that would frequently appear." However, they didn't state what that UI error was, and other than this, there's been nothing from ZOS about the missing progress bars.

...for the console players, if you're able to use the /reloadui command within chat, that will momentarily resync the skills between the skill trees (these don't update in real time), and the hotbars (these do, albeit minus progress bars) without having to reboot the entire console. However, immediately upon further XP earnings, they will be out of sync again. I have an addon on the PC called Harven's Improved Skills Window, that states progress in percentage and exact numbers, right on the actual progress bars under the skill tree, so I can see that, after earning XP, the numbers don't go up and are immediately out of sync again with the hotbar, until the relog/reload...
