It's for ele drain and the block cost passives.

ok, got ya. ive used lighting on mine for the AoE damage (leap gets buffed by lighting destro, not fire destro surprisingly), and fire destro for single target damage increase. Never used an ice staff for magdk in pvp. a while back when morrowind came out i saw a mag warden who was using frost reach to snare players then would just make them eat tons of AoE and keep them locked in place. it was amazing actually, i was impressed.
