Before and after Wolfhunter, you pay full price for the opportunity to change all of your skill points, no matter how many you actually effectively change.
Or in other words:
Before Wolfhunter, you pay full price, all your skill points get refunded, you change 17 skills and put the rest back the way they were before.
After Wolfhunter, you pay full price and change the 17 skills. No fuss with changing stuff you didn't want to change.
Same cost, same opportunity to change all your skills, less fuss.
Sorry, but PC players have been hashing this out since Wolfhunter dropped for us. The current system is exactly what ZOS advertised it as and what was implemented on the PTS. I'm not sure why so many players seem to have expected a "charge-per-skill" system.
