Lore wise, it just isn't really a thing in Elder Scrolls.

Never going to happen.. I asked about it at the playtest - they said those exact words. Also the engine doesn’t really allow for swimming or flight - I mean it *could* be possible but do you want them working 2 years on new content or flight...
Your friends were mostly correct. There isn’t a third axis to work with on mounts.
Besides, as others have pointed out there is not a need. However, Zos could do hovering mounts since they follow the same route and can abide by the same rules as what we currently have.

This would be perfect...a griffin mount that runs/walks on paws and takes “flight” during sprint.
Simply an animation image...no actual vertical axis control...just added visual feature
