Flurry is not a bleed, so no.

Just to clarify, Blood drinker only applies to “Bleed Damage.” sources include the following:
    • Two-handed battleaxes with the “heavy weapons Passive.
    • One handed axes only when dual-wielding through “twin blade and blunt.”
    • Twin slashes and it’s morphs.
    • cleave and it’s morphs.
    • werewolf form and it’s morphs. (Bleeds proc on Light attacks in werewolf form.)
    • The pillar of Nirn set.
    • The twin sisters set.

The stinging slashes set from dragon star arena can increase the bleed damage ticks of twin slashes.

So no, blood drinker does not affect flurry as it is a channeled direct Damage over time and does not work the way you may think it does. You ask anyone, there is quite a fair amount of confusion in regards to how Flurry works.
If you see me anywhere. Know that I am sitting back with a bag of popcorn, watching as ESO burns the goodwill of its player base with practices that only disrespects the players time like it did to me and many others...

If a game does not respect your time, best thing to do is move on from it and find something else.

Add the new "Savage Werewolf"-set to that list.
