Summerset prologue quest starter ?

Just starting Summerset with an alt... there used to be a prologue quest obtainable via a free crown store item...
Now if I look at the quest starter in "collections" it starts "The Queen's decree"... I want the before "the Queen's decree"... How do I start it, is there a quest giver somewhere ? It would make little sense if that quest was not available any more...
