Have you tried killing steam and restarting it? I find that usually sorts most problems out.

play button finally showed up, pressed PLAY and went to character screen, picked my toon and pressed play again, error showed up. ESO seems to be acting VERY SLOW

45 minutes trying to load into game after character selection. THIS GAME IS BROKEN GAME for me

Validate files. Had something similar happen when something was broken (usually from packet loss after downloading) in the files. I'd get to a certain screen then it'd crash with the usual feedback pop up.
