I don't want to have bikini scrolls either, but I am not sure if you are familiar with the outfits used in some older iterations of this game:
You could encounter these NPCs in various inn rooms
Also these enemies were quite... undressed
This was some priestes, Dibella or Mara if I remember
I would like to see outfits true to the beginings of the game - Arena and Daggerfall. We already have the bathing suit, but these are part of the lore and original theme, so why not.

For example - there are currently three Nord outfits in the store at the moment that are all essentially the same. One has long sleeves, one has an arm band and one has stitching across the chest but exact same mesh.1 -

So funny how lonely Bethesda were before the cash. I remember when I saw Nocturnal at the end of one of our recent dlc's I spurted um reminded myself of Daggerfall before Todd flew executive.1
