Because Zeni likes to mess things up.

Since it's not documented as a new feature, it has to be seen as a bug.

But don't be surprised if they alter the change log to convert a bug into a feature.

Why is it that if I light a lantern when I am sneaking, it messes up my sneakyness, but if I throw a flare that does the exact same light thing it does not reveal me?
At least that's what I hear when people complain for example that "magelight" draws them from stealth while some "revealing potion" does not.
Generally tho, I would say -any- spell would break stealth, both with casting and with the spell taking effect in magic sparkles and all that. While alchemical solutions may do the exact same thing - with the advantage of not breaking stealth, but the drawback of being a consumable item. So... makes sense, right?

Generally tho, ZOS does change things every now and then, when they realize something is more or less effectivce then they intended and needs be nerfed or buffed. Sometimes its a feature, and yes, sometimes its an unintended bug to be fixed with the next update... but whenever its not, those who adapt and work wirth the changes mechanics prevail, while those who spend their time griping on the forums about it miss out. Darwin would approve...
