Why do they keep recycling old crap in crates/store?

Money is burning a hole in my pocket so I’m looking through the crown store and everything is junk. Even the “good” stuff is old and crusty. I thought crown store was top priority?

✭✭✭✭✭One reason might be because players kept asking them to. People who missed items when they were previously available or who had new/redesigned characters and now wanted things they'd had no interest before kept asking for crown store items to come back, and it seems ZOS finally realised they could make more money this way (since there's no development cost to re-release an item).
Or maybe some of the people who were previously working on making crown store items are now doing other things so they're not producing as much new stuff and need to bring old stuff back to keep cycling items in and out.
